​Out-of-District Emergency Response & Fire Protection Agreements

​The Duncan Valley Rural Fire District (DVRFD) responds to emergencies both inside and outside of our established district boundaries when available resources allow. Our primary responsibility remains to the residents and taxpayers within the district.

 

Response Outside District Boundaries

When we respond to incidents outside of our jurisdiction:

  • Services are not funded by district tax revenue

  • Out-of-district residents and non-taxpaying property owners will be billed for services rendered

  • Billing is conducted in accordance with the District’s current fee schedule, which is publicly available

These responses may include structure fires, wildland fires, motor vehicle accidents, rescues, and emergency medical incidents.

 

Why Billing Occurs

Fire districts in Arizona are special taxing districts, meaning operations are funded through property taxes paid by residents within the district. Properties outside the district do not contribute to that funding.

Billing ensures that:

  • District taxpayers are not subsidizing services outside the district

  • The Fire District can maintain operational readiness and staffing levels

  • Resources remain available for emergencies within the district

Fire Protection Agreements (FPA)

Property owners located outside the district boundaries may enter into a Fire Protection Agreement (FPA) with the District.

An FPA is:

  • A voluntary, annual contract

  • Designed to provide coverage similar to in-district properties

  • Based on what the property would pay if it were located within the district

Annual FPA Cost Formula:

Assessed Property Value ÷ 100 × Current District Tax Rate = Annual Fee

(Administrative fees may apply)

With an active agreement in place:

  • Emergency responses are covered under the agreement

  • No additional billing will be issued for covered services

​

Annexation (If Applicable)

In some cases, properties may be eligible for annexation into the Fire District, making them permanent members of the district. Arizona law requires that all properties annexed into a fire district must be contiguous with the district's boundary, not all properties qualify.

How to Check Coverage

Property owners are encouraged to verify whether they are located within the Fire District boundaries. If you are unsure:

  • Contact the District directly

  • Review publicly available mapping tools or county records
